Job Description Head of Strategic Portfolio Office Role Specific Accountabilities The design and effective operation of key controls which underpin successful Portfolio and Project management, including but not limited to.
Our Change Management Framework.
Our Change Delivery Governance (at all levels of the bank- excluding departmental) Capacity Planning with a focus of supply v demand.
Post Implementation Reviews and Lessons learned.
Quality Assurance across all aspects of the Change Framework.
Leadership and Management of the project plan, ensuring.
a balanced plan that achieves the banks overall plan and delivers target outcomes in line with the Strategic plan.
consistent and joined up outcomes are defined across the project Plan.
appropriate processes in place to manage the mobilisation of change and ongoing management to time, cost and quality.
appropriate oversight of Portfolio level costs, schedule, risks and benefit delivery ensuring intervention actions initiated as required.
Delivery of all Project Plan reporting including, but not limited to.
All reporting of the project Plan for the Director of Change Delivery.
Provision of insight, guidance, and support to both delivery teams and exec teams in the identification, managing and unblocking of issues hindering progress.
Development of management information which supports enhanced decision making, prevent project failures and enable opportunities to be realised.
Leadership and management of PMO activities covering both Portfolio and individual project/programme support.
This will include.
The operating model for the function, ensuring resources are suitably skilled and deployed effectively to deliver the required outcomes of the project Plan.
The maintenance, development, and operation of PMO tools and repositories The standard Roles and Responsibilities for project leadership, ensuring project sponsor and project managers are suitably skilled and informed.
The Successful Applicant Head of Strategic Portfolio Office Skills, Knowledge and Experience Functional/Technical (Role-Specific) Senior level experience of collaborating closely with executive teams and senior managers on the ongoing review of a business-wide change portfolio.
Senior level skills and experience of leading collaborative activity to review and prioritise project activities and in developing detailed business case submissions.
Significant experience of undertaking robust diagnostic and discovery activity and business analysis activity.
Experience of leading and developing a Portfolio Management Office function (for portfolios up to £100m annual spend) Skills and experience in delivering the key components of Air Traffic Control for effective management of the portfolio view.
Subject Matter Expert in the range of Portfolio Management disciplines Experience of portfolio planning within a complex regulated business Extensive delivery experience of IT and/or Change (preferably senior programme manager, programme director, head of IT) and working with Board / Director level Sector Understanding of financial services industry, markets, and competitors.
Understanding of how financial services organisations operate and the associated regulatory environment.
Understanding of the Mutual Sector and the needs and interests of Members.
