Project Overview.
Join us as we make history at the Hanford Vit Plant, known as the Waste Treatment and Immobilization Plant.
We are designing and building a one-of-a-kind facility that will turn radioactive and chemical waste left over from World War II and Cold War plutonium production into a form safe for disposal.
Your efforts will help protect the nearby Columbia River and the communities, salmon, and wildlife along its shorelines throughout the Northwest.
Sitting at the confluence of the Columbia, Snake and Yakima rivers near two mountain ranges, our community provides access to year-round outdoor recreation, 300 days of sun a year, more than 200 wineries within a 50-mile radius, and the amenities of large cities just a three-hour drive (or short flight) to Seattle and Portland.
Job Summary.
Plans, organizes, and conducts comprehensive Employee Concerns and Ethics & Compliance (E&C) related investigations consistent with corporate and applicable government orders, guides, regulations, and contract requirements.
Provides an informed evaluation of risk of violations and non-compliances.
Presents clear, concise, and factual reports that enable fair and relevant decisions to be made.
Recommends proactive measures that will reduce the likelihood of similar incidents in the future.
Contributes to and participates in the development of value-added Employee Concerns Program (ECP) and E&C training programs, group-specific compliance programs and related policies, procedures, and instructions.
Manages department use of the Bechtel Case Management System to ensure appropriate and consistent use of the database.
This position reports to the ECP, Ethics & Compliance Manager (WTP) or the NSQC, ECP, E&C Manager (WTP).
Telework Designation.
Full-Time In Office.
This position is a full-time role located at the WTP Construction site, and works a 4/10 schedule, offering every Friday off.
#LI-KL1   Major Responsibilities.
Conducts ECP and E&C related investigations of suspected misconduct, compliance with applicable laws, rules, regulations, and corporate policies.
Conducts research into ECP and E&C related rules, regulations, policies, practices, and applicable contract requirements — involving program resources as necessary.
Develops new and updated ECP and E&C related training courses and presents material to employee audiences.
Coordinates and tracks reviews and updates of applicable corporate or Project policies, procedures, and instructions.
Responds to inquiries and issues guidance and clarification on ECP and E&C related policies to employees and managers.
Ensures ECP and E&C related risk areas are identified and monitored using formal and informal assessments, audits, reviews and gap analysis — taking steps as necessary to continually improve the program, and effective management and avoidance of potential issues.
Works to mitigate ECP and E&C related risks and ensures policies and procedures are being followed.
Communicates with internal and external contacts regarding ECP and E&C initiatives.
Develops ECP and E&C related communications and program monitoring techniques including, but not limited to articles, posters, brochures, Project Director messages, workshop materials, videos, surveys, focus groups, metrics, action plans, and reports.
Supports special projects or assignments as necessary to meet department needs.
Education and Experience Requirements.
Level 1.
Requires bachelor's degree (or international equivalent) and 5-8 years of relevant experience or 9-12 years of relevant work experience.
Level 2.
Requires bachelor's degree (or international equivalent) and 8-10 years of relevant experience or years of relevant work experience.
Must be able to complete and pass a pre-employment drug screen, physical (if located at the construction site), and background check which includes verification of employment and education.
Must be able to obtain a DOE badge for access to the Hanford Site.
(Even if teleworking, must still be able to comply with security requirements to obtain a badge) Must possess the right to work and remain in the United States without sponsorship.
Required Knowledge, Skills, and Abilities.
Excellent written and oral communication skills.
Detail oriented, organized, flexible and able to work well with employees at all levels of the organization.
Ability to analyze and organize data and information gathered to support investigative findings.
Working knowledge of employee concerns related policies, practices, and disciplines (quality, safety, health, environmental, waste-fraud-abuse, security, corruption, and reprisal for engaging in protected activities).
Advanced knowledge of Microsoft Office Suite (Word, Excel, PowerPoint, Teams, Outlook, etc.), database management, and other business applications.
Background in conducting investigations, assessments, audits or similar.
Possess a professional work ethic, ability to maintain confidentiality.
Previous work experience in ECP or E&C.
Broad knowledge of Bechtel’s organization structure, functions, policies, and procedures.
Knowledge of applicable Department of Energy orders and regulations for nuclear projects.
Prior experience working in a DOE, NRC, or INPO regulated nuclear environment.
Knowledge of customer’s organization structures, and functions applicable to ECP and E&C programs.
